Vote Yes to Continue ELAPP!


On November 4th, Hillsborough County voters will have an opportunity to continue the highly successful Environmental Lands Acquisition and Protection Program (ELAPP). Continued funding will be used to:

Protect wildlife habitat

Acquire land to preserve drinking water sources

Acquire land to protect the water quality of rivers, lakes and Tampa Bay

Protect natural areas from development

Preserve environmentally sensitive lands

Up to $200 million in bonds will be authorized

ELAPP was created in 1987 and expanded in 1991. Over the last 20 years, the program has acquired over 44,700 acres of land protecting some of Hillsborough County's most important natural areas and water resources.

Preserving natural areas, wildlife habitat and water resources can play a critical role in preserving the quality of life in Hillsborough County.

With continued growth and development and the amount of natural lands dwindling, we must act now to preserve our last remaining open space for our children and our grandchildren before they are lost to development.

This is a continuation of an existing tax, not a new tax, so property owners will not see an increase in their tax bills.

Strong oversight from a citizen's advisory council and annual public audits have helped ELAPP earn the support of nearly every political, business, environmental and civic group in the region.

Official Ballot Language: TO CONTINUE FINANCING ENVIRONMENTAL LANDS ACQUISITION AND PROTECTION PROGRAM (ELAPP) TO PRESERVE ENVIRONMENTALLY SENSITIVE LANDS Shall Hillsborough County continue ELAPP to acquire and preserve environmentally sensitive lands which protect wildlife habitat, natural areas, drinking water sources, and the water quality of rivers, lakes, and bays, by issuing general obligation bonds, in one or more series, at interest rates not exceeding the legal maximum, maturing in not more than 30 years from issuance, not exceeding $200 Million aggregate principal amount, payable from ad valorem taxes, without limitation, to finance related capital projects?
